Steve

Since about the time of this change the performance of the REST api has been
much worse.  The old timeout problem that I used to get (but nobody else
seemed to get) has returned.

Performance was much better after the segment queries were revamped a while
back - until August 18th when something must have changed.

It may be unrelated to this change, but something must have happened around
this time that has a very negative impact.  Any ideas?
