[OSM-dev] set up test server

I am still trying to set up a test server (for testing to see if it 
is faster and maybe development). I have succeded with the main 
server. But currently I have two problems:
1. I can't create new account: "Internal Server Error". This is 
some problem with the mysql settings which I have not really 
understood so far. Minor problem I think.
2. The major problem: I don't see how to set up the tile server. I 
have set up a squid with the config but there should be more I 
think? Should I set up a apache server?
