yes agreed and fixed

street and gpx layers are displayed depending on the size of the requested extent, rather than a specific level.
though i think level 11 is a good guide. so I just checked in and pushed a couple changes

- upped the maximum extent slightly so that level 11 on the slippy map is visible worldwide
- the geocode box loads level 11

I assume that currently the street display in view mode is turned off below
level 11 or 12 (it was different for different locations when I just tried).
For OSM to be effective to visitors, the zoom level where streets are
displayed needs to match the default zoom level when entering a place into
the geocode location box on the default OSM page.
