[OSM-dev] Waypoint upload (was: PHP code)

Thanks to Nick's upload function, the waypoint-upload page is now fully 
operational. You should be able to upload a GPX containing waypoints, give 
each one a name, notes,etc. and upload them to OSM as nodes.

It would be useful if a couple of people could test that script.  If it 
survives initial testing, then maybe a security audit would be beneficial, 
before thinking about whether it could be used on some OSM server...
