You can launch JOSM, load both and save the result. This way you get
detection of conflicts (and an editor for resolving) for free ;-).

It's not completly automated, but you can auto-load the files via command
line parameters. Then just press Ctrl+S to save it.


Compared to Gabriels script, this approach is safe even if you have two
different versions of the same data element in both files to be merged.
