I've already been finessing TIGER in some parts. The quality of TIGER is mixed, overall pretty decent, but in spots like new residential developments it can be off. Btw, for a lot of commercial data providers, their business model is simply fixing up TIGER :)

For export, as long as OSM is made available in one of the formats supported by OGR, than it can be used by tools built for TIGER. http://ogr.maptools.org/drv_tiger.html
