Well it does something, but I get a slightly funky output in IE. I suspect 
this is not an OpenLayers issue, but rather an issue with the way transparent 
PNGs are handled in PHP/GD (had difficulty recently combining a Ruby 
compositer with these transparent PNGs for example...)

Regarding the GIF option, now the Unisys patent has expired I don't have any 
objections to GIF.
