If you don't apply the patch for both direction, JOSM will work 
correctly on some computer but not on an other one. And this could last 
for a long time : UTF-8 for the server is an oooold ticket on Trac.


My opinion is that clients software should comply to what the server 
send. And until it change, the server should add to the XML it send that 
the data is in ISO-8859-1 (so clients using a XML parser will 
automatically behave correctly)
