[OSM-dev] REST api failing

I don't think that is the problem - I've seen it fail on requests that
only contain two segments. And it isn't just slow - the request is
*failing*.
If it was server performance then I'd expect to see a graduated
degradation. Instead requests are consistently returning a response
with 30 seconds *except* when it fails and the request then NEVER
returns.
