[OSM-dev] Two scripts to make excerpts of planet.osm

I had exactly the same thought. Yesterday I wrote a similar script. But it was a nice Perl exercise anyway...

My proposal is to write a new page on the Wiki, listing all the existing scripts in the SVN and add a short description of what they can do.
I guess I will do a first shot these days.
