[OSM-dev] More on 'too many connections' error on dev server

Hello Nick,

To follow up my previous message: 

Looks like this is a misconfiguration as I can't even clear out my database 
using planetosm-to-db.pl -empty.

I get the same 'too many connections' error.  And this is after I have shut 
down Freemap-NPE. So either something is hitting the database very hard or 
mysql was misconfigured on the dev server upgrade.
