On the one hand I think the two cases will only occur significantly at
very high zoom levels so it's worth just trying it and seeing what it
looks like given all the benefits.

On the other, adding the 8 neighbouring tiles to the list to render
would probably catch a lot of them. It wouldn't multiply the number of
tiles by 8 since many would be added in any case.
