[OSM-dev] SQL to create OSM DB

Problem with Wiki seems to be solved now.

Tried shutting then re-starting processes. Then tried re-starting 
virtual machine. Both to no avail. Contacted Bytemark, who seem to have 
fixed the problem. Presumably another virtualhost user has been taking 
all available resources.
