[OSM-dev] planetosm-to-db.pl update

Hi All

Just a heads-up that I've merged the various patches for 
planetosm-to-db.pl, and it now properly supports excluding and including 
bounding boxes. It no longer adds in ways and tags for ways where all the 
segments are outside the area, and is still nice and fast :)

So, if you want to process planet.osm into a database, and especially if 
you just want it for an area / don't want the tiger data, give it a try.
