oops, that paragraph should read "way file", and discuss creating *ways* that 
are just a list of coordinates with one set of attributes per way.

Since most ways are linear, it could store one coordinate per segment most of 
the time, and have a special marker for when the way "breaks", i.e. discovers 
a segment which isn't connected to the previous segment.  In addition to 
saving on storage space, it would also mean that renderers which work with 
"polylines" get a good set of input data.
