For Freemap I use a simpler XML-based rules file (e.g. 
http://nick.dev.openstreetmap.org/freemap.xml). Whilst the osmarender 
approach is good for an XSLT-based system (e.g. OSM to SVG) I'm not sure 
that it's the simplest way for when the output isn't itself XML.
