I've created a diff between the latest 2 planet dumps:

http://www.jburgess.uklinux.net/planet-070404-070411.xml.bz2

It is ~10MB in size. To generate the 070411 file by applying this patch
over the previous planet dump:

$ planetpatch planet-070404.osm.bz2 planet-070404-070411.xml.bz2 > planet-070411a.osm


Comparing the re-generated file with a UTF8sanitised copy of the
original shows that there are a total of 4 bytes different between the
files. In each case either tab(ASCII 9) or linefeed(ASCII 10) has been
converted to a space.
