These all have user agents of "Mozilla/4.0 (compatible; MSIE 7.0; Windows NT 5.1)"

To the web server, they look like Mucrosoft Internet Explorer running on Windows 
XP.

All these ip addresses are also visiting www.openstreetmap.org every 5 minutes.
