[OSM-dev] Mappaint plugin patch

Hi All,

I've created a version of the Mappaint JOSM plug-in[1] to only
paint the visible area rather than the whole layer. On my machine this
gives good speed improvements when zoomed in on a large data-set.

I've not got a svn account but the patch is here[2] if anyone thinks
its worthy of an svn ci. ;o)
