[OSM-dev] Very first (alpha) version of a Win32 installer for (j)osm

Hi List!

As SVN 2601 I've just committed a first version of the Win32 installer 
I've talked about for weeks ;-)

It currently installs JOSM only (might later install osmarender and 
other things as well).

If you want to give it a try, please backup your JOSM settings at 
<C:\Documents and Settings\ulfl\Application Data\JOSM> first!!!
