[OSM-dev] How to check sea status of tile 2135,1319?

Island Spiekeroog in the north sea consists of half land and half water
ATM, ie one level-12 tile renders wrongly. There is only one circular
way forming the coastline and maplint seems ok too. So I think the sea
marker bit might be wrong for that tile, but how do I find out?
I would do it myself but I neither know where that binary file is
located, nor how to read/modify it. Could somebody point me to the right
direction here please? The tile in question is 2135,1319.
BTW, how restrictive are you guys with SVN accounts? Should I continue
to post patches to the dev-list or should I incorporate stuff myself.
Just a question, I am not offended if the answer is a plain no.
