It's down at the moment, but I assume it will come back at some point.

The real pain is that svn doesn't carry on with other externals when
one fails :-(

It's not super critical, it's just a tool to use to generate the
framework for a daemon. It's nothing to worry about in the short term
if it won't checkout though.
