[OSM-dev] your new sysadmins

TomH and jburgess, cc'd, are now sysadmins for all boxes. Jon seems  
to be away at the moment so I've left it to Tom for now.

This means all decisions on software, hardware, who has root, DNS,  
etc etc etc are now with them. Of course, the individual box admins  
remain, but please note Jon and Tom have final say now.
