I've fixed a number of things on that page, but not (yet) the question
of svn accounts.

The person who creates them in general is now Yann (who I can't find a
wiki user page for?) but what I'm not really clear on is what the
policy is on giving out svn account and who (if anybody) needs to make
a decision before one is created?
