You know that there are weekly diff of the planet.osm published? Currently they are about 20MB per week (bzipped) which doesn't seem that bad. Nobody will disagree that the osm format takes lots of space, but it not necessarily thought for being optimal in size. It is a very convenient trasnport format which can easily be parsed and you can load it into your data base and compress and optimize the hell out of it. I recall that artem once got the whole of the planet down to 18MB with some trickery.
