If you're talking about the PNG you have to put *something* there.
It's an image after all. It's also useful for checking, it should
never happen that an all land and an all sea tile are next to
eachother, there has to be a mixed tile between them.

If you're talking about the t at h blanktile db, it doesn't store
anything for non-blank tiles, so that's no problem.
