Currently for the AND data it produces the equivalent of a planet dump
(with negative identifiers like in JOSM). For the stuff to be deleted
it's a osmChange file that osmosis can process. Whether that's the
right format I'm about to find out (just installed mysql and am
loading a bunch of files with osmosis).
I'm suspecting the AND data will need to be converted to osmChange
also but that shouldn't be too hard.

Thanks, it's all XML right now, in either JOSM format or osmChange so
I *think* we're all set. But we'll see...
