Does this opinion only apply within urban areas? If there are folk
tagging rural non-inhabited roads as residential, then to me that's
very wrong. Likewise, I've always considered the residential tag to
imply two things about a road:
* It's characterised largely by the fact that people live on it (a row
of shops completely surrounded by houses would still qualify in my
book)
* It shouldn't be considered a valid through-route
Unclassified doesn't imply either of those things, though it may imply
that a classified road would be a _better_ through route.
