Plus the opposite "move selected into new layer" plus a feature that
lets you split stuff into layers on download (one for waterways, one
for railways, whatever) ;-)

Once you have exchanged data with one server, should the selection
then be fixed for the remaining session, or should it stick to the
layer - or do you want to be able to download data from one server and
upload it to another (caution, rhetorical question ;-)?
