You probably have to read the contents of
/usr/share/postgresql-8.2-postgis/spatial_ref_sys.sql into you db with
psql -f /usr/share/postgresql-8.2-postgis/spatial_ref_sys.sql

(This is the debian location, might be somewhere else on you machine.)
