How difficult would it be to make the API return only complete ways? I
assume that would require multiple DB queries, but if it could be done
in a single HTTP transaction it would be a big improvement for clients
than the current "workaround".

Does the answer to the question involve the phrase "Wait for the rails
port" perchance?
