Yes, there are gaps. It would be a huge task for a one person. But by
providing :
1. pre-processed data , including all LineString as an intersection of
shoreline data and square polygon (tile)
2. Tools - JUMP
3. "Howto create polygons" (using best available data for the location)
we can ask local OSMers to help. If you want to see your town with nice
coastline, please spend 10-20 minutes and make it happen:) .
