I am at this very moment working on a "slippy map" plugin for JOSM which 
should be able to

* display a tile grid
* display meta information about current slippy map tiles ("last 
rendered at ...")
* request re-rendering of one or more tiles with tiles at home
* and also, display existing tiles in the background layer.

At first I'll focus on tiles at home and level-12 tiles only, but that can 
be extended to use any slippy map and any zoom level later.
