Mapnik viewer is QT4 gui on top of Mapnik (http://mapnik.org). I'm planning to 
release it at some point but for now it's on my laptop only.

To see what has been done already you could try this:

1. Download coastline.* from http://artem.dev.openstreetmap.org/files/
(please dont put these (any!) shapefiles in SVN!!!!!)
2. Download JUMP (java gui for JTS) from www.vividsolutions.com
3. Open shapefile in JUMP.

Let me know if you want to help creating coastline polygons.
