[OSM-dev] Tile at Home rules file update

I have performed a major revamp of zoom level 14.  There are also one
or two tweaks to other zoom levels and a couple of fixes to
Osmarender.xsl.

The name centering issue observed last night has also been fixed.

Since tiles at home is starting from scratch with a new file system all
tiles at home clients should get the latest version from svn as soon as
possible.
