The rest is difficult. First of all, how to distinguish between large,
medium and small city? What's the benefit of doing so?
I'm not voting against this in principle, but there should be a way to
find a clear distinguish between these, otherwise we'll get a strange
mix of things, e.g. one large city with 120000 habitants and a small
city with 350000, just because the mappers doing so had a different
point of view.

Or even worse: A *different* grain?
The only solution I see is to add a habitants (or alike) tag that states
the number of habitants (e.g. place=city, habitants=120000), so the
classification can be derived from it.

I guess this has to be handled from case to case - and with my
experience in finding concensus in the OSM community, it might take ages ;-)
