[OSM-dev] on-road cycle routes - osmarender and ncn tags

I have the following in layers.conf, and a collection of xml files
osm-cycle-features-z12 ... 17 that I am working on to give nice cycle
renders at each level.
What probably needs to happen is to change Layer.cycle.Prefix=tile to
Layer.cycle.Prefix=cycle and for someone with dev access to modify the
tiles2.php script to accept the cycle tiles and pop them in the appropriate
place on the server, so we can see them on the slippy map.
