[OSM-dev] TIGER conversion ruby scripts (v0.4)

Two issues I've encountered so far:
- The shell script to deal with the zip file seems to be missing in this
release
- I'm not getting much in the way of tags.  All of the ways I've checked
just have the "name" tag defined, then a bunch of "tiger:" tags.  The
"highway" tag, for example, is missing.
