The RD_TONNAGE=-1 value indicates that a road or ferry is not accessible for
cars.
This attribute is used in RD_TYPE=1 through 9 roads.

To start off: What's with the RD_TONNAGE=-1 value?
They seem to apply to pedestrian areas, is that the right
assumption? Are they only used in RD_TYPE=6 roads or
also others?
