[OSM-dev] administrative boundaries

Hi, 

as I understood, AND will provide us with administrative boundary data for "Intermediate administrative division" and for "Lowest administrative division":

>From what I see on the OSM Map, we have "Highest administrative division". 

I'd like to know, how the highest administrative boundary data is currently stored in the OSM database and I would be interested to hear how we could include the other levels into the database.  

Personally I'd prefer a solution, which keeps administrative boundaries in separate layers. This should prevent unintentional corruption during editing of street data.
