I understand your point and it is awkward. But it is the way I make my
roads.
Have a look at a relatively simple example on
<http://www.openstreetmap.org/?lat=51.377&lon=5.984&zoom=16&layers=B000F000>
Also look at the ways in Potlatch because not everything is rendered
yet. And look at bit little north or south to see the double primary
road merge to a single road.

I think the awakwardness in rendering is no issue. The only issue is
that it will take twice the time to make.
