Do you need to store the whole planet? Can't you just:
lynx --source [planet-url] | bunzip | planetosm-excerpt-area.pl
and create the excerpt in one step?

As the planet file will be streaming in from the same subnet, it
shouldn't be any slower to run.

You could even try piping that straight to osm2pgsql, but I'd worry
about the memory usage of running both of those scripts at once :-)
(although putting exerpt features directly into osm2pgsql might be a
good idea - it could then only use the memory once).
