I strongly disagree. We should get all the existing free data in as soon
as possible, then let people edit it and make it better. Anyone who
lives in an area covered by TIGER data should be able to see themselves
on OSM as soon as possible.

Can I suggest an alternative approach to the TIGER import? Can we get
hold of TIGER in standard ShapeFile format, then write a converter for
that? There is a shapefile importer here:
http://wiki.openstreetmap.org/index.php/Shapefile_upload_script

It would need improving, but once that is done, having a shapefile
importer that is good enough to work on the whole TIGER dataset would
mean that it is easily good enough to work on any other shapefile data
set that we might get hold of in the future, from whatever source.
