Apparently the Shapelib doesn't allow files of any size. I've made a
split into four files:

  http://mapserver.flightgear.org/OSM/tgr_roads_[1-4].tar.bz2

Compressed size is 2133 MByte, uncompressed is 17729 MByte alltogether.
The split is _not_ aligned to geographic areas,
