Some initial modifications have been made to tiles at home to reduce the impact
of all-sea tiles on disk usage, while still allowing coastal areas to be
viewed correctly
* blanksea.png in the tiles at home client has been changed (by Dutch) to a valid
PNG of exactly 69 bytes long.
* to encourage people to install this change, the version name has been
changed. Uploads from old versions have been disabled, so if you can't
upload, check you have the latest version of tiles at home client.
* tiles at home server detects uploads of 67 (blank white land) and 69 (blank
blue sea) byte tiles, and puts them in a special database.
* this database can then be used as a 404-handler for areas where regular map
images aren't available.
