[OSM-dev] Potlatch presets small tweak

Hello Richard,

I've just made a small tweak to the Potlatch presets for bridleways and byways 
and committed to SVN. I hope I changed the right files, but if not I altered 
presets.txt and amf_controller.rb to:

bridleway: highway=bridleway,foot=yes,horse=yes,bicycle=yes
byway: highway=byway,foot=yes,horse=yes,bicycle=yes,motorcar=yes

which reflects contemporary use (highway=unsurfaced seems to be generally used 
for unsurfaced residential roads, and highway=byway for byways).
