[OSM-dev] why is <time> required in <trkpt>?

I've just been helping a stumped newbie to figure out why OSM only found 1 point in their uploaded GPX.
It's because this GPX has no <time> fields in <trkpt>.

Why is this required again? I remember the reasoning a while ago being that it helps prevent fake track uploads, and helps order the points.
Neither seems very relevant to me.

If we can't agree to drop this requirement, could we at least have the parser give a more instructive error.
