Hello,

we do have "note" and "description". They store freeform-text and
as such may contain anything. It is a separator...also a separator for
sentences in many languages.

The OSM-API allowes for multiple values for the same key.
This any program that cannot cope with this does not implement
the API correctly.

It makes much sense to allow multiple values per key.
(have a way that shares multiple "ref"s, a restaurant that is also
 a hotel, a phone that is also public internet and mailbox, sport-
areas for multiple disciplines, ...)


If the clients need to use hashtables then they are free
to internally combine them to whatever-separated lists and
expand them for upload again.
