A more common example:
In East Asia, we have many high rise buildings due to land being
expensive. It is not uncommon for a single building to house a
convenience store, a bookstore, a cinema, 2 restaurants and a Karaoke
bar on different floors, for example.
And of course there are shopping malls and supermarkets, which do have a
multi-storey car park on top of the store. Many supermarkets in Taiwan
have this. Also, many supermarkets also house food-courts. Many
convenience stores in rural areas have public toilets, nearly all of
them have public phones and ATM machines.

So, multi-value tags are very important. I personally prefer the AND
solution we have now and consider applications which don't support this
as broken.
