I have a one-off Python script I used for state/county borders from
TIGER.  It requires you to use ogr2ogr to convert the shapefile to
GML, and then the Python script converts to OSM.  It's a real hack,
and it only handles
<gml:Polygon><gml:outerBoundaryIs><gml:LinearRing>, but it worked for
my purposes.
